Project Management & Investor Representation - Representing and protecting the investor’s interests in interactions with project stakeholders and government authorities. - Coordinating collaboration between key project participants, including the General Designer, General Contractor, technical supervision, author supervision, suppliers, and other stakeholders. - Organizing and leading regular project coordination meetings. - Monitoring project schedule and construction budget. - Conducting project risk analysis and developing mitigation strategies. - Preparing and presenting regular analytical progress reports to the investor and senior management. 1. Pre-Construction / Design Stage - Managing the process of obtaining initial permits and approvals (land use agreement / lease agreement; technical specifications; regulatory approvals by state authorities). - Design Assignment / Preparing the Terms of Reference (TOR) for design development. - Coordinating design consultants and ensuring compliance with project timelines and quality standards for design and working documentation. - Managing the submission and approval process through state and non-state design expertise reviews. 2. Construction Stage - Coordinating activities of contractors, subcontractors, and design teams throughout the construction phase. - Monitoring compliance with the construction schedule and key project milestones. - Overseeing construction quality and ensuring compliance with approved design documentation. - Managing project budget and financial control, including verification of completed works certificates and cost monitoring. - Organizing regular project meetings and preparing management reports. - Identifying and mitigating project risks while resolving operational and technical issues. 3. Commissioning & Project Close-Out - Coordinating commissioning and start-up activities. - Managing the preparation of as-built and handover documentation. - Liaising with state construction supervision authorities to obtain compliance approvals. - Securing the permit for commissioning and operation of the facility. - Coordinating the handover of the completed project to the operating organization.

- Approval and obtaining of permits and other documentation from local government bodies and state supervision bodies. - Formation and approval of contracts for design, construction and installation works (reconstruction, new construction, major/minor repairs). - Preparing of technical specifications for design and estimated documentation of major construction, reconstruction, and repair of buildings and structures. - Verification and analysis of the technical documentation of potential contractors as part of the competitive procedures. - Implementation of control and technical supervision over the design, construction and installation works. - Interaction with the bodies that carry out technical and design supervision. Participate in resolving issues related to changes in technical solutions in the design and other source documentation, which are aimed at reducing the cost and improving the technical and economic performance of construction and renovation projects. - Monitor the timely commissioning of completed facilities, organize the work of the commission for the acceptance (taking over) of completed construction/ repair works from contractors, and verify the compliance of the scope of work, deadlines, quality of completed works, and materials used, as well as the relevant executive and other technical documentation provided by the contractor during the execution of the work. - Monitor the quality of the elimination of shortcomings and defects by designer and construction contractors within the established deadlines. Correspondence with them in the framework of their fulfillment of their contractual obligations. - Determining the types and scope of work for subsequent preparation of cost documentation and developing initial technical documentation (defect lists and technical specifications).

- Control over compliance of the performed construction and installation works, applied construction materials, products, structures and equipment with the requirements of construction norms and rules, standards, technical specifications, approved design solutions and other normative documents; - To carry out inspection of concealed works and intermediate acceptance of critical structures with confirmation of the executed acts in the form established in the regulations; - Ensure control over timely elimination of discrepancies identified during acceptance of completed works; - Accept executive technical documentation from the construction organisation, check its completeness and quality of execution; - Control over the availability of the relevant right to the land plot, approved design documentation, positive conclusion of the expert examination of the construction organisation. Control over the existence of the relevant right to the land plot, approved design documentation, positive conclusion of the project expertise, as well as notification of the bodies exercising state architectural and construction control and supervision about the commencement of construction and installation works; - Control over the availability of a licence for the right to carry out the respective types of licensed architectural, town-planning and construction activities; - Exercise control over the correctness of storage, materials and equipment at the construction site; - Submit on a monthly basis to the state architectural and construction control department a report about the status and progress of construction;

- Quality control of construction and installation works performed by contractors during the construction of temporary buildings (modular buildings, hangars, tents) at 3GP areas for the mobilization of personnel during commissioning period. Quality control of materials used for construction, products, structures for compliance with project documentation and requirements of building codes and regulations, regulatory and technical documentation. - Preparation of permit documentation: ⸰ Permit to work (PTW) ⸰ Planning phase hazard analysis (PPHA) ⸰ Control and verification of the work safety analysis compiled by the WRP (work responsible person) (JSA). Monitoring compliance with the technology, the correct sequence during the execution of construction and installation works, as well as general monitoring of compliance with safety regulations by employees. - Preparation of applications, correspondence with interconnected departments for timely provision of special equipment (crane, mainlift, scaffolding, generators), materials and tools. - Maintenance of operated buildings. - Participation in the acceptance of works performed by subcontractors (PSSR).

- Implementation of technical supervision at the facilities of the Eurasian Group, quality control of construction and installation works, applied materials, products, structures and equipment. - Control over the compliance of completed construction and installation works, applied building materials, products, structures and equipment with the requirements of building codes, standards, specifications, approved design solutions and other regulatory documents; - Control over the availability of the relevant right to the land plot, approved design (design and estimate) documentation, a positive conclusion of the examination of projects, as well as notification of the bodies carrying out state architectural and construction control and supervision on the start of construction and installation works; - Control over the availability of a license for the right to carry out the relevant types of licensed architectural, urban planning and construction activities; - Prepare and provide reports for GASK;

- Registration and preparation of the initial design permit documentation. - Technical support of the development of the design drawings for the project. - Review and acceptance of the construction part of the design drawings for the project, organization of approval of examinations. - Control over the design of the construction part and the execution of construction and installation works according to the approved schedules within the allocated funding. - Registration of initial permits for construction and installation works. - Technical supervision of the quality of construction and installation works performed by contractors, compliance of the performed works with the SNiP and the approved project, acceptance of works. - Organization of timely commissioning of objects and acceptance of the completed construction of the object by the state acceptance commission, or the working acceptance commission when it is fully ready in accordance with the approved schedule of works and tasks.

- Responsible for technical supervision of construction and installation works. - Verification of the scope of compliance of construction works, approved structures of estimate documentation, working drawings, construction norms and rules, standards, technical conditions, labor standards. - Constant review and coordination of issues arising from changes in decisions on construction and design, operational issues on the replacement, if necessary, materials, products and structures. - Research and consideration of causes of failures and deterioration of construction and installation conditions. - Implementation of technical acceptance of construction and installation works and facilities, preparation of necessary technical documentation. Participation in the work of commissions for acceptance of construction objects and their commissioning. - Preparation of estimate documentation for additional work (mechanical, painting, insulation and construction) - Inspection and maintenance of established reporting on the project activities of the customer. - Request from the structural subdivisions of the client’s information and documents necessary for the performance of design work.
